新造鎮位於番禺區東北部，珠江主航道橫貫全鎮，與廣州大學城(小谷圍島)一江之隔，鎮內有地鐵4號線、新化快速路、過江輪渡往返大學城。
明景泰五年（西元1454年），在禮園鄉（今崇德村）旁築堤圍灘，將原小圩擴大，新建市集，名新造圩。
清代，新造為番禺縣茭塘巡檢司駐地。一說位於今崇德村新華路的衙門街得名於番禺縣茭塘巡檢司的衙門（亦有說法是和民國時番禺縣署遷至其地附近有關)。
西元1918年（民國7年），廣州建市（之前有廣州府，但於清末撤銷），要將番禺縣的捕屬（位於廣州城內及城外周邊）及週邊範圍劃出一部分，作為廣州市區。因此1931年（民國20年）番禺縣縣府駐地遷往新造。學者屈巨賢經考證，縣署原址位於現今新造鎮省糧食倉庫。
1938年（民國27年）8月10日，侵華日軍進犯，作為番禺縣府駐地的新造，遭日軍猛烈轟炸，幾成廢墟。

Xinzao Town is located in the northeast of Panyu District. The main channel of the Pearl River runs through the town and is across the river from Guangzhou University Town (Xiaoguwei Island). The town has Metro Line 4, Xinhua Expressway, and cross-river ferries to and from the university town.
In the fifth year of Jingtai in the Ming Dynasty (AD 1454), a dike was built to enclose the beach next to Liyuan Township (today’s Chongde Village), the original small fair was expanded, and a new market was built, named Xinzaowei.
In the Qing Dynasty, it was newly built as the headquarters of the Jiantang Inspection Department of Panyu County. One theory is that Yamen Street, located on Xinhua Road in today’s Chongde Village, was named after the Yamen of the Jiaotang Inspection Department of Panyu County (some say it was related to the Panyu County Department’s relocation to its vicinity during the Republic of China).
In 1918 AD (the 7th year of the Republic of China), Guangzhou was established as a city (there was Guangzhou Prefecture before, but it was abolished at the end of the Qing Dynasty), and part of Panyu County (located in and around Guangzhou city) and its surrounding areas was set aside as Guangzhou City. district. Therefore, in 1931 (the 20th year of the Republic of China), the headquarters of Panyu County was moved to Xinzao. According to research by scholar Qu Juxian, the original site of the county office was located in the provincial grain warehouse of Xinzao Town.
On August 10, 1938 (the 27th year of the Republic of China), the Japanese invaders invaded China. As the headquarters of Panyu County, Xinzao was violently bombed by the Japanese army and was almost in ruins.
In 1945 (the 34th year of the Republic of China), the Anti-Japanese War was victorious and the county government institutions returned. However, the newly built (destroyed) county government could no longer serve as the county government of Panyu County. The county government chose a location to relocate, and finally chose Shiqiao Town. Xinzao therefore became the “shortest-lived county seat” in the history of Panyu County.
